1.1 Subjective to this proposal is the website and Bilibili account of “HinaWorks”, hereinafter denoted respectively as “the website” and “the account”, and collectively as “the project”.
1.2 The main objective of this project is to promote virtual up (commonly dubbed as virtual YouTuber. The term “virtual up” is specific to those who take Bilibili as their main platform.) Sumire Hina. Occupations include (but not limited to) live stream recording publication, simple editing of streaming footages, weekly live report and summary, promotion of re-creational works (such as videos, fan art illustrations, related games, Minecraft maps and events, etc.), and help the new subscribers getting to know Sumire Hina quickly.
1.3 Apart from the objectives stated above, the account would also suppress unauthorized video publications, including cases where video clips with few edits or manipulation are uploaded in the fashion of self-created work. This would also be an interface for the group members to express their opinions, including live chat content regulation, restrictions on usage of memes, etc.
1.4 The setting of this account has taken ideas from others, including the accounts managed by Suzuka and Natsuiro Matsuri editing group. Since every content creator has different personalities, This project is expected to develop its own style of content as time goes by. We’re open to opinions from the audience while under the supervision of Sumire Hina herself.
1.5 The final right to interpret this proposal, as well as the operation of the account and the website, belongs to Sumire Hina and Anokaze.
2.1 Managers of this project are Anokaze, MetricVoid and Baichen_TNL. Responsibilities may change as time goes. Was there exist a team member page on the website that shall be the final consideration. Participants of these projects must be a member of the Sumire Hina video group.
2.2 All members of this project can write freely on the website, however, they must enlist the article as “awaiting proofreading”. After confirming that the article is free from controversy, the article will be made public and forwarded to other platforms.
2.3 Members of the project will mainly chat through a QQ group. Connection with the audience is made with email ([email protected]), Bilibili PM system, QQ fan group, etc.
2.4 Members of this project should be familiar with the tools provided for the ease of workflow, including the WordPress article editor, Bilibili video upload system, Bilibili article composing system, etc.
3 Operation Plans
3.1 Risks and Solutions: The operation of this project would require a consistent payout of man-hours. In the case of shortage, work belonging to Sumire Hina Group is prioritized. By comparison, the work of this project requires less knowledge about video editing, captioning and illustration, so it could be assigned to inactive group members.
3.2 Quality Assurance: All public content should undergo the proofreading of the managers. Contents are published once considered conflict-free. (Refer to section 2.2)
3.3 Progression Monitoring: The initiator of each piece of work is alleged to monitor it and ensure being completed in time.
3.4 Budget Control: This project does not have any allocated budget. Members participate in a voluntary manner. The cost of the domain name and web server accept donations, but no more than the actual cost.
3.5 Income Management: No income is expected from this project. Were there to be any income will be transferred to Sumire Hina.
4 Supporting Resources
4.1 The project is in close relationship with the Sumire Hina group. Working resources are shared, including but not limited to subtitle styles, illustrations, portraits, etc.
4.2 The project has technological resources such as this website, its server, and the Bilibili account.
4.3 On major decisions, the managers are able to contact Sumire Hina.
5 Key Problems
5.1 Definition of the account was obscured before startup. It would carry many use cases but was unable to set a single main objective. Access will be limited to avoid potential overuse of the account. Anokaze and Sumire Hina carries ownership of the account, and have the right to reject related content.
